Who is Phil Bounds and why is Eanes ISD paying him

from the General Fund (199) instead of the Athletic Budget (183)?

Hiding athletic expenses?


When was Phil Bounds hired as a with a job code:  TEMP?

What does the job description "athletic operations" include, who approved this expense, and why is he completing an "Employee Request for Supplemental Pay?"  Supplementing what?  Is he an employee or not?  He has a district email address and yet he is not listed on the payroll or as a consultant.  Why?

Why isn't the pay for Phil Bounds found on Eanes ISD payroll?

Is Phil Bounds (Former Athletic Director and Head Football Coach) only compensated $1100.00/month for his work at Eanes ISD?  Is there another individual, private business or non-profit entity paying Phil Bounds for his work at Eanes ISD?

Where is the accountability for the expenditure of our education dollars? Is this yet another creative way to insure that the money spent on athletics is hidden from public view?  When athletic expenditures are coded to General Fund 199, they are not reflected as athletic expenditures. 

Why is this expense coded as a general fund expense instead of an athletic expense?
