Why didn't the Eanes ISD superintendent pay her fair share of school taxes?

Renovates home to flip for resale apparently without obtaining proper permit OR paying taxes on improved property including an over 2,200 square foot expansion and complete renovation of the home.  Wellman's school tax bill reflects an 3600 square foot old 70s house instead of an 5800 square foot house renovated "down to the studs." 

    Wellman's appraisal - May 2008 - 3638 square feet, value $789.829

    New owner's appraisal - July 2008 - 5834 square feet, value $1,647,573
